Paving Estimating Software, Compared

Paving estimating software measures the lot, turns the area into tons, milling, base and labor, and sends the owner a price to approve. For commercial work, check five things: satellite measuring with cutouts, a takeoff in tons, your own unit prices, every stage on its own line, and a quote the owner can accept.

Eight tools are compared side by side below, at the prices on their own sites.

What to Look For in Paving Estimating Software

Six things separate the tools, and each one is a line on the bid. For the bid itself, priced from quantities and unit prices, use the asphalt paving cost calculator.

  1. 1 of 6

Satellite measuring, in sections, with cutouts

A commercial lot is a parking field, an entrance apron and a drive lane, with islands and a building you do not pave. Software that takes one outline makes you add and subtract by hand, and every square foot of error becomes tons.

SurfaceMeasure takes up to 20 sections in one measurement with a running total, and cutouts for islands and buildings come off it.

  2. 2 of 6

A takeoff in tons, not only square feet

Hot mix is bought by the ton. At 110 lb per square yard per inch of compacted thickness, the depth decides the order, the truckloads and most of the price.

SurfaceMeasure gives the area in square feet. Tons, truckloads and the plant order are on the asphalt calculator, from the same area, not in the tool.

  3. 3 of 6

    Your own unit prices

DOT bids put hot mix in place at $70-$163 a ton; yours depends on your plant, your crew and your haul. A preset price is someone else's.

SurfaceMeasure leaves the rate empty until you set it. Before you do, it shows the overlay market range for a lot that size; tap it to quote at the midpoint, or type your own.

  4. 4 of 6

Every stage on its own line

Milling, base, grading and mobilization (10% is Washington DOT's starting point) are separate costs. Owners compare line by line, and a lump sum hides the stage they want to cut.

SurfaceMeasure gives an approximate stall count and striping footage, and you add milling, base, patching or restriping as your own line items.

  5. 5 of 6

A quote the owner can approve

Property managers sign the bid that is easiest to approve. A branded quote with an accept button beats a number in an email.

SurfaceMeasure sends a branded PDF, or a link with your logo that the owner accepts online.

  6. 6 of 6

Whether it runs the office too

Scheduling crews, job costing and invoicing are a different job from measuring and quoting. Some companies want one system for all of it; others already have one.

SurfaceMeasure does not schedule, cost jobs or invoice; it saves every job. If you need the office in the same app, look at Bitumio, PavementSoft or QuoteIQ.

The Tools Side by Side

Prices and features as each vendor publishes them, read off their own sites on 17 October 2026. Where a vendor does not say, the table says so. Three of the eight do not publish a price at all.

Which One Fits Your Work

  • Commercial lots, measured and quoted in one sitting

    SurfaceMeasure

Sections and cutouts for the lot, a market range to check your rate against, and a branded quote the property manager accepts online. It sits alongside whatever runs your office.

  • The whole paving company in one system

    Bitumio or PavementSoft

Both add CRM, crew scheduling and job costing. Bitumio is $149/mo per user; PavementSoft does not publish a price and takes applications.

  • Paving beside other trades

    QuoteIQ

A field-service app with a paving page, MapMeasure Pro from $99.99/mo, and CRM, scheduling and invoicing.

  • Bids from engineered plans

    STACK

Takeoff on the plan set, or on aerial images bought per address, from $299/mo per user.

  • Heavy civil and DOT work

    HCSS HeavyBid

Bids built from crews, activities and your own production history, custom-quoted. It is built for heavy civil work rather than parking lots.

From Address to Quote in SurfaceMeasure

  1. Search the address

Type the property's address; no drive to the site to price it.

  2. Open the satellite view

The lot comes up from above in Parking Lot mode.

  3. Trace the pavement

Tap or click around the asphalt in sections, and cut out islands and buildings.

  4. Read the area

The total comes with the lot's approximate stalls and striping feet.

  5. Set your rate

Before you set a rate, the overlay market range for that lot size shows; tap it to quote at the midpoint, or enter your own price per square foot.

  6. Send the branded quote

Add milling, base or restriping as line items and send a PDF, or a link the owner accepts online.

The rate is yours. For the sample lot above, a 2-inch overlay is about 1,234 tons of hot mix laid, and a mill and overlay at the paving cost calculator's starting unit prices comes to $240,629, mobilization included. For tons, truckloads and the plant order from an area you already have, use the asphalt calculator.

Paving Software Questions

It depends on the work you bid. For commercial lots measured from satellite and quoted in one sitting, without changing the software you run the business on, SurfaceMeasure. For the whole paving business in one app (CRM, scheduling, job costing), Bitumio or PavementSoft, or QuoteIQ if you also run other trades. For takeoffs from engineered plans, STACK. For heavy civil bids built from crews and production rates, HCSS HeavyBid. Prices and features were read off each vendor's site on 17 October 2026.

SurfaceMeasure, QuoteIQ (MapMeasure Pro, from its Beginner tier at $99.99/mo), LotQuote and OneCrew trace or detect pavement on satellite imagery; OneCrew adds Nearmap aerials. Bitumio has a built-in map and PavementSoft says it measures properties; neither says what imagery it uses. STACK sells aerial images per address for takeoff; HCSS HeavyBid does not list imagery measuring. QuoteIQ's own paving page puts the limit plainly: field verification still matters for subgrade.

A few work it in. STACK counts tons of asphalt among an estimate's costs, Bitumio works out transfer trucks and trucking from crew production, and QuoteIQ has a Materials section where you enter the quantity yourself. SurfaceMeasure gives the area; the asphalt calculator turns it into tons at 110 lb per square yard per inch of compacted thickness, with truckloads and the plant order.

SurfaceMeasure is $29.99/mo or $299/yr. QuoteIQ starts at $29.99/mo, and MapMeasure Pro starts at $99.99/mo. Bitumio is $149/mo per user. STACK's takeoff and estimating starts at $299/mo per user. LotQuote starts at $49/mo on early-access pricing. HCSS HeavyBid, PavementSoft and OneCrew do not publish prices. New accounts start with a 7-day free trial of Pro: a card is required, nothing is charged today, and nothing at all if you cancel before the trial ends. After that it is $29.99 a month, or $299 a year (the yearly plan has no trial).

You can price it without one. Trace the lot on satellite imagery, take the area into tons and lines, and send the quote. Before you order material or sign a remove-and-replace, walk the lot: base failures, drainage and the depth of the old pavement do not show from above.
